Rights overview

The purpose is to describe rights information about a resource such as terms of use or copyright. This is expressed with the following fields.

• Cost - is there a cost to access, interact or operate the resource; required metadata with a controlled vocabulary
• Description - a narrative about the rights information; free text required metadata
